​Telecommunications operators Celcom Axiata Berhad, Digi Telecommunications Sdn Bhd, Maxis Berhad, U Mobile Sdn Bhd, Telekom Malaysia Berhad and TIME dotCom Berhad (collectively 'the Industry'), are fully committed to partner with the Government and make connectivity a basic utility to fast-track Malaysia's transition into a high-income digital society. The Jalinan Digital Negara (JENDELA) action plan announced recently by the Prime Minister of Malaysia, YAB Tan Sri Muhyiddin bin Yassin, will be the platform to achieve these aspirations by accelerating the country's digital connectivity through widespread deployment of mobile, fibre and fixed wireless access, and paving the way to 5G, under the 12th Malaysia Plan (2021–2025).

The National Digital Infrastructure Lab: A collaborative effort aspiring to deliver connectivity for all

The Covid-19 pandemic has triggered an urgency for Malaysia to address the 'new normal' and cater for future demands of connectivity as an enabler for all facets of life: The economy and people's livelihoods, education, business opportunities and building and connecting communities amongst others. To prepare for the future and to fulfill our Digital Malaysia aspirations, it is clear the Industry must aspire to enable everyone in this journey through quality and reliable connectivity.

To this end, the Industry was a strong participant alongside the Malaysian Communications and Multimedia Commission (MCMC) in the National Digital Infrastructure Lab (NDIL), with the aim to collaboratively address how to deliver quality connectivity to all Malaysians. The outcome of the NDIL was a comprehensive digital infrastructure plan that accelerates improvements to coverage and quality of experience nationwide, optimises fixed, mobile and fit-for-purpose technologies; and paves the way for the eventual adoption of 5G technologies to enable the country's digital ambitions.

JENDELA: Strengthening Malaysia's Digital Communications Infrastructure to Deliver Seamless Connectivity for all Malaysians

The Industry will work closely with the Government to fast-track the nation's progress towards becoming a globally competitive, resilient and enriched digital society and economy through JENDELA.

Phase 1 (now to 2022): An accelerated improvement plan for nationwide 4G coverage and 7.5mil fixed broadband premises; with consistent quality of experience for everyone

As announced by the Prime Minister, JENDELA will be implemented in phases. Phase 1, which starts now until 2022, will optimise existing resources and infrastructure for both mobile and fixed connectivity to:

  • Expand 4G mobile broadband coverage from 91.8% to 96.9% in populated areas;
  • Increase mobile broadband speeds from 25Mbps to 35Mbps; and
  • Enable as many as 7.5 million premises to access gigabit speeds with fixed broadband services.

JENDELA will firstly prioritise strengthening the nation's existing fixed and mobile networks and building a strong foundation for the eventual adoption of 5G. This will also involve the gradual retirement of 3G networks at the end of 2021. To achieve the targets in Phase 1, the Industry will look at providing wider coverage and enhanced quality of experience by upgrading and building new 4G sites, and fiberising more premises.

This will be driven by extending 4G mobile coverage in rural and remote areas, improving in-door coverage for urban and suburban areas, connecting more homes with fixed broadband via fibre and other fit-for-purpose technologies (e.g. Fixed Wireless Access (FWA) and satellite) to ensure widespread nationwide coverage and connectivity for all.

Meanwhile, fibre providers will continue to support the industry with fibre backhaul for capacity to serve higher traffic demands expected on 4G and to ensure the fibre foundation essential for future technologies such as 5G.

Phase 2 (Beyond 2022): Address the Digital Divide via Fixed Wireless Access (FWA) and pave the way for 5G

Phase 2 of JENDELA involves utilising FWA and other fit-for-purpose technologies to address further gaps in the digital divide, as well as priming for the nation's eventual adoption of 5G technologies; which will take place once action plans under Phase 1 are achieved.

The Industry will continue to educate the public on the potential of 5G and its capabilities, through use cases applied across verticals such as manufacturing, agriculture, education, healthcare, security transportation, consumer experience, environment and smart city development. These use cases will continue to be explored under the 5G Demonstration Projects (5GDP).

JENDELA: A realistic, progressive digital connectivity plan to realise Digital Malaysia

JENDELA is an accelerated improvement plan where all public and private stakeholders are equally invested to deliver. This is a shared aspiration for the whole country, driven by the Ministry of Communications and Multimedia (KKMM) and MCMC in partnership with the telecommunications operators, and other agencies at the federal, state, and local council levels.

The industry believes that collaboration among all parties is crucial to facilitate infrastructure rollout in a coordinated manner, with minimal impact on civil works, the public, the environment, and all aspects of the ecosystem. We look forward to working together to fulfil the objectives of JENDELA and enabling widespread quality connectivity for Malaysians nationwide.

The Industry will provide periodical updates to the public on the progress of JENDELA, including initiatives undertaken as part of journey towards its aspirations.

TM R&D’s Customer-focused innovations recognised at the Malaysia Technology Excellence Awards

In-house smart solutions for Fixed Wireless Access connectivity and customer experience platform for frontliners awarded under “Connectivity-Telecommunications” and “AI-IT Services” categories respectively ​Telekom Research & Development Sdn Bhd (TM R&D), the innovation arm of Telekom Malaysia Berhad (TM), recently bagged two awards at the Malaysia Technology Excellence Awards 2022, organised by the Singapore Business Review. The Malaysia Technology Excellence Awards spotlights exceptional companies who are technology disruptors that boosts Malaysia’s economy. TM’s Fast Internet for All (FIRA) solution was bestowed the award under the “Connectivity-Telecommunications” category, while TM’s Single Platform on Intelligent Customer Experience (SPICE.ai) won the award in the “Artificial Intelligence (AI)-IT Services” category. Commenting on these awards, Dr. Sharlene Thiagarajah, Chief Executive Officer, TM R&D said, “I couldn’t be prouder of my team as these awards reflect their commitment to meet the fast-evolving digital needs of today’s customers and strengthen our position as a research leader in these fields. This recognition also reaffirms our efforts in building smarter digital ecosystems to facilitate the ease with which Malaysians can embrace a more digital lifestyle, while also bringing progress to the nation.” FIRA was introduced as a way to support the government in providing Malaysians with quality access to digital connectivity nationwide. Aimed at offering better internet service to underserved communities, FIRA uses Fixed Wireless Access (FWA) technologies to improve connectivity in rural areas across Malaysia. Since its first deployment in Malacca back in July 2020, the solution has demonstrated promising success in improving download and upload link speeds compared to other broadband services. The solution has since been implemented at a rural school in Selangor and at Pusat Komuniti Desa sites under the Ministry of Rural Development. It has also supported an IR4.0 use case in Terengganu. “FIRA is formulated to address two common issues: coverage and speed.  The solution is capable to deliver connectivity up to 50Mbps within 5-8km range, compared to a traditional 4G cell within 1km range. Furthermore, with its quick deployment procedures, FIRA can help mitigate customers’ connectivity concerns in a cost-effective and timely manner,” shared Dr. Sharlene. SPICE.ai, on the other hand, aims to assist frontliners in their daily task of addressing customer service enquiries and requests. Dr Sharlene explained, “SPICE.ai consists of multiple components that cover different parts of an existing customer experience system. By integrating these components, frontliners gain a more holistic view of each customers’ profiles. The solution then implements real-time analytics to improve customer experience, giving frontliners the right information at the right time which allows them to deliver a better experience to customers.” This analytics system has been deployed nationwide for nearly two years and becomes the primary touchpoint for more than 5,000 TM frontliners in most customer interactions across multiple channels. The performance of SPICE.ai has proven to be reliable and seamless even when integrated with more than 20 existing, standalone systems and was still able to relay the processed information through one single platform, on top of providing analytics and advisory. Solid first half 2021 for TM: revenue up +8.2%, EBIT up +29.9%, dividend declared

Group Reported Earnings Before Interest and Tax (EBIT) increased by 29.9% to RM977.3 million, from RM752.4 million last year  Group Reported Profit After Tax and Non-controlling Interests (PATAMI) rose 27.3% to RM544.0 million, compared to RM427.2 million last year Record breaking unifi customer growth; fixed broadband customer base grew 15% to 2.55 million Declares interim dividend of 7.0 sen per share totalling RM264.2 million in line with dividend policy Continues to focus on value creation and ESG for sustainable growth Telekom Malaysia Berhad's (TM) revenue for the first half of 2021 (1H2021) grew strongly by 8.2% to RM5.57 billion, compared to RM5.15 billion in the same period last year. In a statement today, the company said this achievement was driven by growth across all its customer segments – unifi, TM ONE and TM WHOLESALE. On the back of this higher revenue and better cost efficiency, Group EBIT rose by 29.9% to RM977.3 million, from RM752.4 million last year. Subsequently, Group PATAMI grew 27.3% to RM544.0 million, from RM427.2 million in the same period last year. The Company continues to invest in future growth by modernising its network and technology platforms, to deliver the best current and future solutions for its multi-segment customers. CAPEX spending in the first half of the year stood at RM597.0 million or 10.7% of revenue.  Of the amount invested, 65% was for network access, 16% for core network, and the balance 19% for support systems. Fibre broadband of choice – highest ever new unifi customers recorded in 2Q2021 unifi recorded several operational milestones with more than 210,000 new customer activations in the second quarter of 2021 (2Q2021). This is the highest number of unifi activations in a quarter in its 11-year history. unifi achieved an important milestone of 2.0 million customers in May 2021. By the end of June, the overall fixed broadband customer base had gone up to 2.55 million, representing a solid 15% growth over the past 12 months since June 2020. This growth was enabled by the higher number of ports added in 2Q2021 and wider fibre network coverage, exceeding the targets committed in the JENDELA plan, achieving 138% of its commitment in 1H2021. unifi also increased its sales and installation capacity to meet strong fibre broadband demand. unifi also saw positive uptake of device bundles with the enhanced unifiYourWorld campaign offering smart lifestyle devices, unlocking the unlimited possibilities to enrich users' digital lifestyle and needs. unifi brought live streaming of the recent Olympic Games Tokyo 2020 on 13 HD channels for free via unifi PlayTV app and unifi Plus Box, to enable Malaysians to support our athletes competing at the games. Customer touchpoints and support remains in operation with stricter SOPs As more Malaysians are working from home, conducting business online, participating in online learning and keeping the family entertained while staying safely at home, TM observed that internet usage went up by 45% since the start of MCO in March 2020. All customer support services remain in operation with stricter SOPs to continuously serve customers. Customer care lines remain open and attended to over 3.6 million customer interactions in 1H2021. TMpoint outlets and key partner stores remain open for service applications and essential transactions while adhering to strict SOPs. TM is also expanding and renovating selected TMpoint outlets with localised flavour, self-serve kiosks and implementing many other improvements to enhance its customers' experience. New service installation and restoration activities remain available for customers with SOPs in place to ensure the safety of both, customers and TM personnel. Notably, TM activated unifi Rovers nationwide to help customers sign up easily. Due to the higher volume of interactions during this pandemic period, customers are encouraged to use self-serve digital channels such as the unifi portal and myunifi app which are available 24/7 for service registration, service diagnostics, account-related enquiries and payment. A more simplified and personalised digital bill was also introduced for bill payment convenience of customers. TM ONE is committed to accelerating MyDIGITAL aspirations with cutting-edge digital infrastructure and solutions TM ONE continues to be the digital enabler and trusted partner for enterprise and public sector customers by providing dependable connectivity and delivering new customer projects in 1H2021. As customers pursue to accelerate their digitalisation adoption, this has translated into new contracts and renewals. Following its appointment as the sole Malaysian Cloud Service Provider (CSP) under the MyDIGITAL blueprint, TM ONE sees growing demand for its Cloud services from enterprises and government agencies. It also expanded its digital media delivery network ecosystem with growth from domestic and international digital content players. All its suppliers have signed the TM Integrity Pledge and more than 90% of Warga TM have progressively completed the Uncompromising Integrity e-learning module.
