TM One Smart City Summit 2022: accelerating the transformation of townships into smart cities through partnership with local authorities
Themed ‘Solutions Built for Citizens’, TM ONE City LEAP Summit is TM’s initiative to support the Ministry of Housing and Local Government's (KPKT) aspirations in strengthening the ‘Liveable Malaysia’ agenda
TM ONE, the enterprise and public sector business solutions arm of Telekom Malaysia Berhad (TM) recently hosted the City LEAP Summit 2022, with the aim of boosting smart city execution by local city and municipal councils (PBT). The two-day event, held in Genting Highlands, was the second time the summit was organised, and was attended by a total of 60 participants from 26 PBTs nationwide.
Held under the theme of ‘Solutions Built for Citizens’, the summit, which focuses on sustainability and improving the quality of life for citizens, constitutes one of TM ONE’s initiatives to take Malaysia’s Smart City transformation forward by supporting the Ministry of Housing and Local Government's (KPKT) aspirations for a “Liveable Malaysia”. Lined up were curated programmes, aimed at empowering collaboration amongst local authorities to adopt new global trends and accelerate the implementation of smart cities in their respective localities. This event builds on the first City LEAP Summit in 2020, held in Langkawi, prior to the COVID-19 Movement Control Order (MCO). The inaugural event, among others, featured demonstrations of 11 Smart Services use cases on the island managed live from the Integrated Operations Centre (IOC).
The 2022 summit was attended by Kamaruzaman Umar, Deputy Secretary General of KPKT who represented YB Dato' Sri Reezal Merican Naina Merican, the Minister of Housing and Local Government, together with several key representatives from the ministry and government bodies including the State Secretary’s Offices (SUK) and State Economic Planning Units (UPEN) from various states.
This year's City LEAP Summit provided insights into best practices as well as use cases of effective planning and execution of a smart city with talks by Bapak Setiaji, Chief of Digital Transformation Office, Ministry of Health, Republic of Indonesia who previously was the Head of Jakarta Smart City; and multi-award winning Smart Cities and IoT industry expert, Dr. Mazlan Abbas, who is also co-founder and CEO of FAVORIOT Sdn. Bhd.
In addition, the event featured two comprehensive knowledge sharing sessions by Md Farabi Yussoff Md Yussoff, Head of Smart City Unit from PLANMalaysia (Federal Department of Town and Country Planning), and Mohamad Rejab Sulaiman, Vice President, Product & Innovation of TM ONE. They shared their expertise in the smart city standard benchmarks, integrated digital solutions and end-to-end technology for smart cities.
In welcoming the delegates, Ir. Ts. Azizi A. Hadi, Chief Operating Officer of TM, said: “The development of a planned, integrated and holistic smart city is both timely and important. It helps to ensure that Malaysia is always in line with the current global urban development. Urban development extends beyond just making the city smarter; we must also ensure that the city leverages technology innovatively and creatively to provide a more liveable Malaysia.”
He reiterated that with existing assets of the TM Group, including the widest broadband network infrastructure, submarine cables, telecommunication towers, cloud computing, data centres and cybersecurity, TM One is primed to provide world-class services and more effective solutions to local authorities. Besides that, with its services and solutions aligned with the objectives of the Malaysia Smart City Framework (MSCF), TM One is well positioned to assist PBTs in achieving most of the Smart City standard indicators (ISO 37122:2019).
In his opening speech, Kamaruzaman said: “The success of a smart city lies in its implementation and requires coordinated efforts across three layers within the government; namely federal, state and local governments. Nevertheless, the participation of the private sector and industry players are equally important in the smart city ecosystem.” He also highlighted that public-private partnership is one of the most effective platforms to advance smart city implementation, and closer collaboration is needed between all relevant parties to accelerate smart city development in the country.
Commenting on the summit, Shazurawati Abd Karim, Executive Vice President of TM One said: “Through this event, we aspire to produce a clear human-centred technology Smart City action plan that can be implemented and driven together between PBTs and TM One this year and beyond. We are passionate and ready to co-create a more comprehensive suite of smart city solutions, providing the best services to the people, supporting the business community while achieving environmental sustainability.”
Other highlights of the City LEAP Summit 2022 include:
- TM One Smart City Solutions showcase throughout the summit including Smart Parking (SPARKS), Smart Street Light System (SLIMS), Smart Surveillance, Smart Water Management, Smart City Dashboard, Fleet Management System (FMS), and many more. The delegates also experienced these end-to-end smart city management and professional services through a mobile app, created specifically for this year’s programme.
- The Smart City Clinic, where subject matter experts and technologists from TM One had one-to-one sessions with the local authorities to delve into digital transformation action plans and solutions best suited to the needs of their city and community.
- During the opening ceremony, Kamaruzaman and all delegates also witnessed the signing ceremony of a Memorandum of Understanding (MoU) between Majlis Bandaraya Ipoh (MBI) and TM One for three services - Smart Traffic Analytics & Recognition System (STARS), Mobile Field Workforce (FORCE) and Business Process Outsourcing (BPO). In addition to executing the solutions, TM One will also provide professional and managed services to reduce the challenges encountered by MBI.

Nurturing future digital leaders through YTM Future Skills Champion Schools
Enhances its adopted schools programme to be more holistic by embedding digital technology and leadership skills TM, through Yayasan TM (YTM), recognises the need to equip the next generation with the digital and technology skills required for Industrial Revolution 4.0 (IR4.0). In view of this, in 2014, YTM began its Science, Technology, Engineering, and Mathematics (STEM) oriented programmes, such as robotics, 3D modelling, coding, and big data analytics, to promote those subjects amongst students and education communities at schools nationwide. In 2020, the modules were conslidated into TM Future Skills (TMFS) programme, with the aim of making it more comprehensive and beneficial to the intended participants. The programme was tailored to the syllabus outlined by the Ministry of Education (MOE) and covered the nine (9) pillars of the IR4.0. It has been receiving positive feedback from the teachers and students involved and more schools have requested to be part of the programme. Supporting MOE’s aspiration for digital education transformation, YTM continues to spread the positive impact of TMFS in a more structured approach. Towards this end, the foundation has embarked on TM Future Skills Champion School (TMFS School) initiative, as a continuation of the TM School Adoption Programme with enhanced contents. TMFS Schools foster future digital skills by embracing digital technology in its classroom activities where leadership, design thinking and cognitive abilities were emphasised to prepare the students for future employment. SMK Gunung Semanggol (SMKGS) in Perak, with more than 90% of its students from B40 families, was selected as the first TMFS School, aligned with YTM’s aspiration to assist B40 students in rural areas. To further facilitate the initiative, YTM is establishing TMFS Digital Hub at TMFS Schools where the schools will be equipped with a PocketLab, robotics set, 3D printer, smart TV, desktop, and digital learning content to gain more interest from its students as well as the neighbouring schools. "SMK Gunung Semanggol was identified based on its active involvement in various STEM initiatives, including previous TMFS programmes. The school also has passionate and dedicated teachers, where they adopt integrated and innovative approach for more in-depth understanding of the modules among the students. With such exposure and capabilities, we are confident that SMK Gunung Semanggol is able to play the role as a hub to spread the digital technology knowledge to more students and teachers including at the five (5) neighbouring schools, and approximately over 20 secondary schools in the Kerian district," said Izlyn Ramli, Director of YTM, during the launching ceremony of TMFS School in November 2022. Throughout this three-year programme, YTM, together with its strategic partner, Creative Minds, will work with Multimedia University (MMU), Yayasan Universiti Multimedia (YUM), TM Perak, and other YTM's partners to design and deliver engaging programmes providing the tools and support for students in rural schools to flourish. "We are also happy to see that SMK Gunung Semanggol promotes the development of other skills, such as urban farming and entrepreneurship, to empower the local communities sustainably. So as we continue to identify more potential schools in more states of Malaysia, we hope this programme will unearth more talented students towards building a competitive and sustainable community in the future," she added. Salmah Iman, the Principal of SMK Gunung Semanggol, expressed her enthusiasm, "We feel honoured and privileged to be chosen as the first TMFS School in the Northern Zone and Malaysia. We are excited and look forward to share the positive impact of this programme with the nearby schools. As we are committed to ensuring that this programme achieves its goals, we are also confident that YTM's support and assistance will help these students be prepared for future employment and enhance their standard of living." At the event, Bakri Arsad, Chief Assistant Director of Mathematics and Science, Learning Sector, Perak State Education Department, said, "We welcome such initiatives through collaboration with the private sector, especially for rural schools that need exposure to digital technology. These programmes will inspire students to explore their potential beyond academics and increase the number of students choosing STEM-related fields." During the launch, guests had the opportunity to visit the Pusat Sumber Sekolah Pendeta Za'aba and experience content and materials created by the students based on specific themes including unique handicrafts and martial arts performances. Guests toured the school's urban farm, where they sampled delicious cuisine prepared by students from the special education class using produce from the farm. SMK Gunung Semanggol provided a wonderful ambience of positive vibes that attract students' engagement and boosted their creativity. To date, STEM-related programmes by YTM, including TMFS, have benefited over 15,000 students and teachers from over 500 schools across the country. With the support and assistance of various interested partners, we hope this initiative will spark students' interest in pursuing their tertiary studies in technology and digital fields and equip the young generation with future-proof skills relevant to the future workforce.
TM AND SINGTEL’S NXERA BREAK GROUND FOR SUSTAINABLE, HYPER-CONNECTED DATA CENTRE CAMPUS IN JOHOR
ISKANDAR PUTERI, 25 JULY 2024 – TM and Nxera, the regional data centre arm of Singtel’s Digital InfraCo unit, held a groundbreaking ceremony for their data centre campus in Iskandar Puteri, Johor. The groundbreaking comes one month after the announcement for a joint venture to develop data centres in Malaysia and uplift Johor’s digital hub status. This 64MW state-of-the-art, sustainable, hyper-connected, AI-ready data centre campus reinforces Malaysia’s high quality digital infrastructure. It also supports the government's efforts to drive the digital economy and transform the country into a hub for industrial growth, AI development and innovation. Malaysia's Digital Minister YB Gobind Singh Deo; YB Lee Ting Han, Chairman, Johor State Investment, Trade, Consumer Affairs and Human Resources Committee; and Singapore's Senior Minister of State for Trade and Industry and Culture, Community and Youth Low Yen Ling graced the groundbreaking event as the Guests-of-Honour. Minister YB Gobind said, "This investment by TM and Nxera reinforces Malaysia's position as the digital hub in Southeast Asia, further advancing the nation's economic growth. Based on advance estimates, Malaysia's economy expanded 5.8% in the second quarter of 2024, and such investments are in line with projections that Malaysia's digital economy will contribute 25.5% to the nation's GDP by the end of the year. The relationship between TM and Nxera expands to Malaysia and Singapore, with both nations being a good case study of a productive working partnership between two ASEAN member states." YAB Dato Onn Hafiz Ghazi, Menteri Besar, Johor said, “TM-Nxera’s upcoming data centre campus, located right here in Iskandar Puteri, holds particular significance as one of the Johor-Singapore Special Economic Zone’s first investment projects. We welcome the comprehensive scope of their investment with respect to high quality infrastructure, sustainability as well as employment and skilling opportunities which supports our emphasis on talent development, green technology and renewable energy. This data centre campus will serve as a catalyst for economic growth and enable businesses to harness the power of cloud computing and AI. This underscores the joint venture's commitment to long-term sustainability goals. To support the new data centre campus, the joint venture plans to expand submarine cable connectivity, enabling a thriving and vibrant digital ecosystem. Located just 16 km from Singapore, the data centre campus will allow customers to seamlessly expand their infrastructure from the city state and the rest of the region. Further, the data centre can be scaled up to 200MW in response to market demand. In addition, apart from creation of new employment opportunities that is important for nation building, the joint venture will invest in building talent for the data centre industry by fostering collaborations between universities in Singapore and Malaysia. It aims to design comprehensive courses with specialised curriculum to provide students with well-rounded knowledge and the requisite skills to propel Malaysia’s growth aspirations. For communities and the region, this means superior country-to-country connectivity and a smarter, more resilient digital economy. As announced in Bursa, this joint venture is conditional upon receiving approval from TM shareholders in the upcoming EGM.
